This initiative aims to harness the power of AI to transform the mining sector into a more intelligent, efficient, and sustainable engine of national development.

Tanzania's mining industry is rich in potential but faces challenges in environmental management, operational efficiency, resource discovery, and value addition.

Through this project, ARIFA will apply cutting-edge AI techniques, including machine learning, remote sensing, predictive analytics, and computer vision to address key bottlenecks across the mining value chain.

The project focuses on five pillars: intelligent mineral prospecting, real-time environmental monitoring, AI-assisted mine safety, operational optimization, and digital supply chain traceability. It also emphasizes local capacity building by engaging Tanzanian researchers, mining professionals, and students in AI applications relevant to the sector.

By integrating AI into mining operations, the project seeks to boost productivity, promote environmental stewardship, and improve regulatory compliance while positioning Tanzania as a regional leader in AI-powered mineral innovation.

The project encompasses a wide range of psychiatric disorders, including Autism Spectrum Disorder, Depression, Anxiety, Bipolar Disorder, Schizophrenia, OCD, PTSD, ADHD, Eating Disorders, and Borderline Personality Disorder. It also includes investigations into major neurological conditions such as Alzheimer’s disease, Parkinson’s disease, Stroke, Epilepsy, Multiple Sclerosis, ALS, and Traumatic Brain Injury.

A unique aspect of this initiative is its attention to recent discoveries like the brain’s glymphatic system, an area gaining attention for its potential role in both psychiatric and neurological disease processes. The AI-Driven Neuro-Inclusive Learning Ecosystem is a transformative project launched in June 2024 and running through September 2025, targeting education and skills development across Sub-Saharan Africa. Led by ARIFA, the project seeks to bridge cognitive diversity and educational equity by integrating cognitive science with generative AI to create a personalized, inclusive learning environment.

This initiative is designed to support learners with varying cognitive profiles including those with neurodevelopmental conditions such as ADHD, dyslexia, autism spectrum disorder, and other learning differences by tailoring content delivery, pacing, and assessments using AI-driven insights.

Core objectives include:

  • Designing adaptive learning models that respond to individual cognitive needs;
  • Developing AI tutors and generative tools that promote engagement, creativity, and mastery;
  • Building a digital ecosystem that is both inclusive and scalable across different education systems in the region.

The project aligns with the African Union’s goals for inclusive digital education and workforce transformation. By fostering neurodiverse talent and reducing learning barriers, it contributes to a future-ready, skills-driven generation across Sub-Saharan Africa.

ARIFA proudly participated in the development of Tanzania’s National Artificial Intelligence Strategy. This groundbreaking initiative provides a strategic framework to guide all stakeholders, public and private, in the responsible development, deployment, and adoption of AI technologies for inclusive social and economic growth.

The strategy was informed by extensive consultations with stakeholders across the national AI ecosystem. It addresses key questions around Tanzania’s position in the global AI landscape and the urgency to define a national stance that leverages the country’s comparative advantages while mitigating potential risks. With the increasing convergence of Fourth Industrial Revolution technologies across sectors, the strategy recognizes the transformative power of AI in creating a value-driven digital economy.

At the time of the strategy’s formulation, there was no unified national framework to guide AI adoption. This initiative fills that gap by encouraging coordinated efforts across sectors and aligning digital economy ambitions with an integrated set of AI principles and actions.

ARIFA’s contribution reflects its commitment to supporting ethical, inclusive, and future-oriented AI governance in Tanzania. The strategy aims to ensure that the nation is not left behind in the global AI movement and is well-positioned to harness AI’s potential for sustainable development.

ARIFA facilitated a focused study on the role of the communication sector in national transformation. This project followed the official launch of public opinion collection by the President on December 09th, 2023, underscoring the importance of inclusive stakeholder engagement in shaping the country’s long-term development agenda.

The study assessed key milestones achieved in Tanzania’s communication sector, both past and present, while projecting the future of the sector through to 2050. It explored technological advancements, policy progress, and infrastructure development that have shaped the sector, and identified strategic priorities needed to ensure a robust, inclusive, and innovative communication landscape by 2050.

Furthermore, the project highlighted the critical role of the communication sector in enabling digital transformation, inclusive governance, and access to essential services such as education, health, and agriculture. The final report, informed by expert consultation and stakeholder inputs, provided concrete recommendations and visionary proposals, which were submitted to the national committee responsible for drafting the Vision 2050 document.

We conducted a focused study to examine the pressing challenges, emerging opportunities, and the need for robust regulatory frameworks. While digital technology presents significant potential to drive economic growth and improve lives, the study recognized major barriers that continue to hinder progress across the SADC region. These include limited access to digital infrastructure, weak data governance systems, and a shortage of skilled technical personnel.

Against this background, the research explored the region’s digital divide by analyzing policy gaps, governance priorities, and opportunities for innovation in the context of AI deployment and content authenticity. The study also investigated the influence of economic disparities on digital adoption and governance, as well as existing policy environments shaping digitalization across the region.

The findings underscore the urgency for investment in digital infrastructure, capacity building, and regulatory reform. The final report offers actionable recommendations to inform policymakers, industry leaders, and civil society on how to develop inclusive and secure digital ecosystems in the SADC region, particularly in the age of generative AI and synthetic media.

ARIFA carried out a foundational project focused on promoting the adoption of AI in justice delivery within the EAC, with a particular focus on Tanzania. The project began with a baseline study examining the current state of AI in the region’s justice systems, mapping key actors, relevant policies and institutions, available capacities, and existing gaps. It identified strategic areas where AI interventions could have the greatest impact in improving judicial efficiency, transparency, and access to justice.

A central component of the initiative involved engaging judicial operators in participatory dialogue on AI-related innovations and fostering awareness of digital technologies in justice through capacity building, training, and policy advocacy. The project also facilitated knowledge exchange among legal professionals, emphasizing the intersection of AI, human rights, and existing legal frameworks, both binding and non-binding.

Through collaboration, dialogue, and learning, this project set the foundation for a future-ready justice system in the EAC region, advancing the responsible and ethical integration of AI in judicial processes while upholding the rule of law and protecting fundamental rights.

EcoAI used AI-driven data analysis to uncover patterns in environmental exposure, enabling targeted interventions and smarter resource allocation. Predictive modeling supported proactive planning by forecasting environmental changes and their likely impact on marginalized populations. The project also facilitated environmental justice assessments, evaluating policies for fairness and inclusivity.

A key focus of EcoAI was on community participation. AI-enabled platforms were developed to engage diverse voices in environmental decision-making processes, making policies more representative and responsive. Additionally, AI-powered educational tools were created to raise awareness and promote sustainable behaviors.

Enhancing Food Security in Tanzania by Evaluating Climate-Smart Practices and Innovative Funding Mechanisms.

ARIFA led a strategic project aimed at enhancing food security in Tanzania by evaluating climate-smart agricultural practices (CSPs) and exploring innovative funding models. Focused on semi-arid regions, the project addressed the dual challenge of improving agricultural productivity while adapting to climate-related risks such as droughts and floods.

The project assessed the effectiveness of practices like drought-resistant crops, water-efficient irrigation, and soil health improvement, identifying at least five promising techniques suitable for smallholder farmers. To ensure these practices are adopted widely, the project also examined the existing financing landscape for climate-smart agriculture in Tanzania. Through interviews with stakeholders and a review of current initiatives, we identified gaps and opportunities in funding mechanisms.

A key outcome was the design and pilot-testing of a new funding model aimed at incentivizing farmers to adopt climate-adapted techniques. This model’s effectiveness, sustainability, and potential for scale were evaluated in collaboration with local farmers and partners.

By combining technical innovation with financial inclusion, this project contributes to building a more resilient, sustainable, and food-secure future for Tanzania’s agricultural communities.

ARIFA conducted a comprehensive study aimed at assessing the policy, strategic, and legislative landscape of Tanzania’s ICT sector. The objective was to identify existing gaps, analyze challenges and opportunities, and establish the necessary requirements for improving the policy and legal environment to fully harness digital economy opportunities.

The study focused on evaluating the effectiveness and relevance of existing ICT policies and regulatory frameworks, with the goal of supporting the development of a competitive, innovation-driven ICT sector. It explored the need for harmonized legal and regulatory systems that promote sector growth, encourage investment, improve global competitiveness, and accelerate the rollout of e-applications and digital services. Special emphasis was placed on skills development and innovation ecosystems, ensuring that the ICT workforce is future-ready.

The project included benchmarking Tanzania’s ICT legislative environment against regional peers and global leaders, offering insights into policy gaps and international best practices. A strategic framework was also developed for reviewing key policy documents, including the National ICT Policy (2016), its Implementation Strategy, and the National Telecommunications Policy (1997), laying the foundation for a modern, inclusive digital economy.

Analysis of Tanzania’s Digitalization Policy Landscape

The aim was to look at the policies and programs that are central to the digitalization journey of Tanzania, including the analysis of broader geopolitics of technology governance within the country, focusing mainly on the mainland.

Specifically, through the analysis of policies, programs and stakeholders active in the digital landscape, the work endeavored to understand why certain decisions and investments have been made. This was gauged against the 9 principles of digital governance, especially that of users’ needs and demand for social and economic development – accompanied by 8 remaining, i.e., open standards, open source, open markets, open government, connectivity, digital skills and confidence, assisted digital, and commitment to share and learn.

The project sought deviations from key principles, including power dynamics between different groups. It also mapped the external partners such as funders and foreign direct investments and the role they play in keeping the principles or deviations from them. All these were gauged against policy design and implementation.

The results enabled to point out areas that need further interventions and where different stakeholders can chip in to strengthen the overall ecosystem so that everybody can be included, especially the underserved part of the population.

It also analyzed the data management practices of stakeholders involved in healthcare referrals to determine the structure and quality of the data used. This informed the creation of a framework for collecting and storing structured data sets aligned with Know Your Patient (KYP) compliance.

The project culminated in the design and pilot implementation of a prototype AI-powered referral system tailored to Tanzanian needs. Investigating longitudinal effects of HIV and periventricular white matter hyper intensities (PWMH) on microstructural integrity of WM tracts, freewater flow and cognitive impairment using deep learning and statistical approaches

ARIFA conducted a pioneering study aimed at understanding the long-term effects of HIV and periventricular white matter hyperintensities (PWMH) on the brain’s microstructural integrity, free-water flow, and cognitive function. Using advanced diffusion MRI and fMRI technologies with high spatio-temporal resolution, the study sought to define and map the diffusional, spatial, and temporal characteristics of both free water and tissue components within the brain's white matter (WM) and grey matter (GM) structures.

The research linked these physical brain changes to neural cognitive circuits and explored the underlying genetic factors influencing these abnormalities. By applying deep learning and statistical modeling, the study provided insights into how these structural and functional changes correlate with cognitive decline in both aging individuals and those living with HIV.

The project proposed that identifying shared and disease-specific neurobiological processes underlying cognitive impairment may offer a pathway for targeted interventions. Ultimately, this research contributes to the broader understanding of HIV-related cognitive aging and highlights novel opportunities for therapeutic strategies aimed at preserving cognitive function in vulnerable populations.

The research analyzed the institutional, technical, financial, and policy environments influencing AI readiness at the local government level. It also assessed ethical considerations, data governance frameworks, and capacity gaps that may impact the responsible use of AI in city systems. Drawing on interviews, policy reviews, and international benchmarks, the study identified actionable insights and recommendations to guide municipalities in developing inclusive, transparent, and effective AI governance models.

Using advanced diffusion MRI and fMRI technologies with high spatio-temporal resolution, the study sought to define and map the diffusional, spatial, and temporal characteristics of both free water and tissue components within the brain's white matter (WM) and grey matter (GM) structures.
